Cannot change Default category icon in NTS Kay

This problem has existed for many years in NTS Kay and I would like to try and get it fixed.
I am trying to get the Default category icon set to ?Question, instead of File.

If you set the Default category icon to something different in the Template/Advanced settings, it does not change when creating a New Topic. It continues to default to the File icon.

I did some tests and changed my Template to Crypsisb3.
If I set the Default category icon to fa fa-question-circle, the ?Question icon becomes the default Topic Icon selected when you start a New Topic.
